There is a silver-colored picture of scales that is under the user names in between the online and report buttons. Click on that and either choose approve or disapprove to give positive or negative reputation.

Well, if people consistently disapprove of someone's postings their reputation is obviously going to go down. I don't know what number would be considered a negative rep. On board like this there probably aren't going to be a lot of trolls, but if there were some then I'd assume that most of them would not have good reputations. Every time you rep somebody you have the option of increasing or decreasing their reputation.
