If the young man has to sit out a year anyway, his football skills will atrophy to some degree no matter what. If he's forced to take a year off, he may as well start integrating with the team, get to know the coaches, get to know their style and get to know the other players, while he's forced to sit out. Being a team manager is good idea, so is being a gym helper, or whatever so he starts to "blend" and become part of the bigger plan.
I believe if a player has to sit out a year, they don't get to participate in the actual practice and training things the team does, so they may as well find some function if he wants to play the following year. I think when they mean sit out, they mean "you don't get to do any football activity with the team".
Just my thoughts on this and I could be wrong on the rules for transferring.
